In the Customize screen, go to the right-side Navigator. There, you will see a preview of your sheet. Under this preview, on the right side is a + symbol with a sheet icon.
To Add a Sheet, go to the bottom right-hand side and click the + symbol.
If you created your first page of labels under Edit All, the design of your first label will be copied to all the labels on the additional sheets.
To get to the next page, click the arrow going right or use the drop-down at the bottom of the Navigator to select the other sheets:
