To guide you through the regulations, we&#8217;ve taken a closer look at what you need to ensure your cosmetic labels are compliant. Make sure to check all federal and state regulations before ordering your cosmetic labels.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-are-cosmetics\">What are cosmetics?<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.fda.gov\/regulatory-information\/laws-enforced-fda\/federal-food-drug-and-cosmetic-act-fdc-act\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Food, Drug &amp; Cosmetic Act<\/a> (FD&amp;C Act) defines cosmetics as products for use on the human body for cleansing, beautifying, promoting attractiveness, or altering the appearance without affecting the body&#8217;s structure or functions. Cosmetics include products such as creams, lotions, perfumes, lipsticks, nail polishes, makeup, shampoos, hair colors, toothpaste, and any material for use as a component of a cosmetic. <\/p>\n\n\n\n<p>Soap products made up mainly of an alkali salt of fatty acid and don&#8217;t make any label claim other than the cleansing of the human body are not cosmetics under the law.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-principal-display-panel-pdp\">Principal Display Panel (PDP)<\/h2>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-labeling-infographic\" alt=\"What you need on your cosmetic labels to be compliant\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-small-font-size\">The principal display panel is the label that is seen under normal conditions for retail sales. The information shown here should include:<\/p>\n\n\n\n<ul id=\"block-fb21f3d7-002c-489a-94bd-88bcde5cf1cb\" class=\"has-small-font-size wp-block-list\">\n<li>Product identity &#8211; What is your product, i.e. soap, lotion, scrub<\/li>\n\n\n\n<li>Net contents &#8211; Weight or volume of product<\/li>\n\n\n\n<li>Ingredients &#8211; What is in your product<\/li>\n\n\n\n<li>Warning labels &#8211; Such as &#8220;for external use only&#8221;<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<p>Additional information not on the PDP label should also be somewhere on the packaging.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Directions for safe use<\/li>\n\n\n\n<li>Name and place of business<\/li>\n\n\n\n<li>Any other required information<\/li>\n<\/ul>\n\n\n\n<p>According to the Food and Drug Administration (FDA), all the information above must appear on the label of the outer container. This is usually a box, carton, or wrapper that holds an inner or immediate item. The immediate item that holds the actual product is the outer package if there isn&#8217;t a box or carton. <\/p>\n\n\n\n<p>For specific details on labeling requirements under US laws and regulations, read the <a href=\"https:\/\/www.fda.gov\/cosmetics\/labeling\/regulations\/ucm126444.htm#clgd\" target=\"_blank\" rel=\"noreferrer noopener\">Cosmetics Labeling Guide<\/a> from the FDA.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-symbols-to-help-make-cosmetic-labels-compliant\">Symbols to help make cosmetic labels compliant<\/h2>\n\n\n\n<p>So how do you fit all this information on your cosmetic labels? Use the symbols below to communicate more information to your customers on a smaller label or package.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-shelf-life\">Shelf life<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile is-vertically-aligned-center\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-product-label-symbol-12m\" alt=\"Shelf life symbol for product labels\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">The Period After Opening (PAO) symbol is the open jar icon. This icon indicates how many months the product will be good after it\u2019s opened. This is typically on products with a shelf life of 30 months or more.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-best-before-date\">Best before date<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-hourglass\" alt=\"Symbol for best buy date on labels\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">For products with a lifespan of fewer than 30 months, an hourglass icon and a \u201cbest before end of,\u201d or BBE date is displayed.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-net-contents\">Net contents<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-e-sign\" alt=\"The estimated sign or e-mark required by EU.\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">The lowercase \u201ce\u201d is known as the estimated sign or e-mark. It is required by the EU and basically indicates that the quantity of the product in a batch of packages is the same as what\u2019s stated on the label.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-refer-to-insert\">Refer to insert<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-refer-to-insert\" alt=\"Refer to insert symbol for product labels\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">When there\u2019s required information such as ingredients and instructions to provide (and sometimes in multiple languages) there may not be enough room to do so. So this symbol lets consumers know there\u2019s a leaflet, card, or other inserts to refer to inside the packaging.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-responsibility-for-packaging\">Responsibility for packaging<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-responsibility-for-packaging\" alt=\"Green dot symbol shows the manufacturer contributes to a recycling organization to manage packaging waste\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">The Green Dot trademark indicates the manufacturer financially contributes to a recycling organization to manage its packaging waste in an ecologically responsible manner. It is not a recycling symbol.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-responsible-forest-management\">Responsible forest management<\/h3>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-forest-stewardship-council\" alt=\"FSC trademark shows the paper used by company comes from responsible sources.\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">The Forest Stewardship Council (FSC) trademark indicates the paper the company uses comes from responsible sources. The use of the logo requires authorization and a license code from the FSC.<\/p>\n<\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Organic seal<\/h2>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:20% auto\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/img.avery.com\/f_auto,c_scale,w_700\/web\/blog\/blog-hbcompliant-usda-organic\" alt=\"Organic symbol indicates the product meets strict production and labeling requirements of USDA\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p class=\"has-medium-font-size\">The Organic seal indicates the product has met strict production and labeling requirements of the USDA, and the final product is certified.
